is this normal for a hobie or is it a wrongun?

on a 1979 hb16 ,if the plyons and tramp frame and clamps have been glued to the hulls, is this a racing mod or is this a bodge up on a knackered boat? what dyu think? has anyone heard of this in racing circles?
