hobie f21 broken bulkhead

i am looking to buy a hobie f 21 that is going cheap. however where the back crossbeam meats the hull there are signs that the bulk head has been ripped out in the past and it is very weak. Would it be ok and is it viable to stiffen the inside of the hull and the bulkhead?
