Yes, a 16 can be sailed single handed, but obviously not in all weathers! Up to a force 3 you should be o k if you are tall and carry a bit of weight.
Righting after a capsize can be problematic if you are light and on your own, but oddly enough, the windier it is the easier it is ti right
