For an entry level club racing hobie 16 expect to pay approximately £3000. You will get a four year old boat for that. Check the front cross beam on the underside in the middle for cracks. Pick up the boat by one nose, should not be over flexible (you need to try this on a new boat for comparison). Make sure the mast is straight. Check the upper deck infront of the pylons for softness. Check the skeg lines for excessive wear, it is a good indicator of how the boat has been treated. Ask when the shrouds were replaced anything over 4 years will need changing. The sails are hard wearing the jib will deteriorate quickest. Make sure that the main battens have been released when not in use.
